Remaining in the same league allows you to become better acquainted with managers and also with their teams, which opens another managerial aspect and enables you to forge friendships or rivalries. Don't see a problem with no shuffling. The only case you can make is that it might improve the interest of teams that remain in their divisions but on the other hand it might not.

Produce several distinct hierarchies by chopping apart the game's only. There is a reason why the structure is the way it is and there aren't nearly enough users nor is the rate of new users joining high enough for any such change. Not the time yet.

All comes back to the training rate. The bulk of players are within that small range defined by ratings according to maximums so therefore you'll have to pay that amount or somewhere in the ball park for every player; you can't complain or want any change because none will come in regards to money r...

The only solution is for managers to take this change into consideration when they manage; find ways to cope with it, might be spending less money, might be curtailing your squads a bit, developing financial cushions, whatever. Sjarel realized that this game does not offer any challenges to the user...

Well then better go look for another game to play.

People will just have to start offering contracts accordingly.
