What's the deciding factor for which team a free player goes to? Is it random? Is it the person who pays the highest salary? Thanks!

Does the country of your staff/players affect their performance at all? For example, I saw a member speculating that perhaps his US youth coordinator was turning out lots of GKs because the US tends to do that.
