I like your idea, but I certainly do think that the figures should be much much lower...

they must all be loaned at a reasonable, normal price (maching the flow of the market) or you will be fined/punished etc (you don't make much profit, so no bans unless suggested)...

And they play 38 or even 46 league games per season. Really, what's the point?...

Not the best sort of idea, though more official competitions would be great... for example, all real life clubs participate in at least 4 official tournaments... such as for AFC Bournemouth, they play in League 1, Johnstone's Paint Trophy, FA Cup, LGCP and more... And Man U plays in Champions League...

So whats da point? Get a Scottish youth coordinator and get players like Connor McLeod and William McGregor. Get a Welsh youth coordinator and get players like Ieuan Llewelyn and Lloyd Lougher. lol to be honest the same thing came into my mind...
And of course, this is a stupid idea...

Firstly, this will have to be done at the end of the season I predict, because that is the only time when you are even allowed to change nationalities... And secondly, if we do split it to 4 countries, everyone will stick with the England flag :D and like... 5 managers registered under Wales, Scotla...
