Walk-overs in cups

I've had this problem a few times and now once again: a cup is waiting to fill, but the last few positions remain idle. None of the invites are going to sign up or an open cup for some reason doesn't atract enough attention.

I thought I'd be a good idea to have an option to launch a cup with idle spots. The idle teams would then result in walk-overs for the opponents.

As the matching up is random, I can't see any big probelm with it.

Ofc. cup prizes should be adjusted according to actual # of participants.
