Transfer : Cancel Offer

It would be better to allow manager to cancel offer when the seller set an instant buy price.

Why?
Only the highest bid can't be withdrawn, the others can. It doesn't necessarily mean that when a manager puts an IBP, someone will pay this. The highest bid must remain.
