Set Fixtures in friendly cup

There can be a system in which Cup creater can set the fixtures and groups by his own choice(may be for spfa members)>??????

it is a good ideea, but I don't see how could it be implemented cause there will be so many variables to calculate:))

it's not normal

then the creator would play each game against the weaker team of the rest, while the best teams play with each other to eliminate themselves.

How can you possibly determine the fixtures for all the other teams? You don't know their schedules or plans?
