Quality of youth players

Hi.
I have a suggestion that would make soccerproject a little more realistic.

When a youth player is coming to your team, his qualities are like 2,4,7.. then you should train them and their max seems to be 70/80/90.
Shouldn't it be more realistic if his qualities are 20/30/40 when he comes out of the youth centre?
Because what about all the time he spent there?
And what about the youth coordinator? He spots the very talented players right? But qualities of 2/4/5 are not really showing lots of talent i guess..
So i think these are 2 reasons why it could be more realistic.

yea, it will make it interesting if you get(getting youth in itself seems a rare occasion) a youth player of 20,30,60s, and end up with a 50,60,70s as maximums. Next day you will be hiring a new youth coordinator xD
Jokes aside, just think this way for a moment, that your youth coordinator has to choose from 100 players, all of them with skills of 2,4,7..but he spots the one player with good 'hidden talent' which your coach can train and convert him into a good player with 70/80/90s.
