Choosing home teams for SP Cup games

Dear developers,

I wonder why are home teams for SP Cup games chosen at random? As far as I know, there is general cup rule in all national cups in Europe which says: "team from lover division has the home game advantage; if both teams are from the same division, then home team is chosen at random". It is fundamental rule, giving a little bit chance of success to the third, or fourth divisions teams against the first league ones (and it protect them from money loss too).

Why is not this rule applied in SP? It should not be such hard to code such a script, or am I wrong?

Maybe because:

1. It's not used in all national cups in Europe (certainly not in Belgium, who is this game's major influence)
2. If a team from a lower division is drawn away against a big team, they will earn more with the gate revenue (since this is shared equally).
