On topic: It's pretty simple. So far as I understand, Hoeselt had his three players on the transfermarket for three days. Why didn't anyone else give a higher bid if the amount of money bid by raffin was that low? I agree with Remedy

Anyway, after 3 days Hoesselt accepted the 3 bids. There is no discussion about the prize-level: Prize were far below market-level. But what could Raffin do about that? Hoesselt accepted his bids, while Raffin wasn't interested in the prize...

You can't punish someone because he bid too low on a player. If you punish a guy for something like that, it's unfair. You can only guess on what his intentions were. His intentions, no matter what they were, didn't effect the facts.
