A question.

I receive a player from the Youth Center. I put him on SPINFO and there I see

54.6 - 89.9% ( global rating )

Does that mean he can't grow more than 89%?

And how do I know that when I want to buy a player from the youth, the player above might actually be a bad player and stop at 55% maximum?

you can't know until you train a player.
the more skills you train the narrower the gap between the max and min rating will become.
the hidden skill and main skills count double for the rating, so training/knowing these is a good indication.
a player from a yought center has a higher chance of becoming a better player then a player from a starting team.
your player can't become more then 89% with current skills, experience 0 - 100 = 0-6% extra
