No youth player bug?

For the 5th time in a row I got this message that my new youth players wasn't good enough. Is this a bug? Never happened to me before. Since chaging Youth ccordinator I haven't gotten any new youth player. Bug or not, that shouldn't be happening 5 times in a row.

Unfortunately he was not good enough for our main squad.
