Cheaters Reporting Function

Hello everyone, quick question.
Is the cheaters reporting function working? Is anyone checking those reports?

It seams that there are several teams, which under the "reconstruction" status, they sell players in unrealistically high prices, to satelite teams which exist just to give them money.
So, is this an acceptable way of playing nowadays? Can someone create and maintain 10-15 teams, and use them just to raise money quickly?
If that's acceptable, please let me know, it would save me much time from trying to find and buy good players.
