Paying a pitch fee is not stealing?!

Do you imagine that PSG or Bayern Munchen did not have a playable pitch and they have to play a Champions League game. What do you think the UEFA will do? Fine them, because the game cannot be played.

Is the UEFA than stealing form PSG or Bayern Munchen? Or did the club failed to maintain the pitch and is it correct to fine them?
